Dr. Fredrick Murphy is a decorated military veteran, federal program executive, and academic leader with over two decades of DoD leadership. He holds a Doctorate of Business Administration from Walden University, a Master of Business Administration in Human Resources Management from Strayer University, a Bachelor of Business Administration in Management from Strayer University, a Contract Law Certificate from Harvard University, a Leadership and Communication Professional Certificate from Harvard, and a Business Fundamentals Certificate from Cornell University.
Dr. Murphy has extensive qualitative and quantitative experience managing complex intelligence, defense, and national security programs across the Department of Defense and Intelligence Community. He previously served as a Project Manager and GEOINT SETA Subject Matter Expert supporting U.S. Navy TENCAP, managing intelligence integration programs and briefing at the GOFO level. He also served as a Systems Engineering and Technical Assistance (SETA) Program Manager for USAFRICOM ISR under U.S. Army Intelligence and Security Command (INSCOM), providing strategic oversight and financial management for a ~$2.4B ISR program. He serves as Adjunct Dissertation Chair and Adjunct Faculty in Organizational Theory & Behavior at the doctoral and master's levels at Carolina University, and as Adjunct Associate Professor at the University of Maryland Global Campus, where he was named Outstanding Adjunct Faculty for 2025 and 2026.
His military career spanned leadership roles across INSCOM, AFRICOM, CENTCOM, USFK, Joint Staff, and HQDA, where he managed programs totaling over $5 billion in fiscal resources, led over 1,000 personnel, and negotiated with senior officials in 30+ countries. He was selected as one of two U.S. professionals to lecture 14 foreign countries on organizational structure redesign, and co-authored the first-ever joint policy executed at 82 worldwide locations, sustained for over six years. He has trained over 3,000 adult learners across military and academic environments.
